Shanghai University in its present form dates from 1994, when four Shanghai institutions merged, with roots going back to 1922. It is administered by the Shanghai municipal government rather than the Ministry of Education, and is part of Project 211 and the Double First-Class Initiative. That municipal status is worth understanding. It sits a tier below the national universities in the same city, which makes entry requirements more reachable for an applicant whose grades or Chinese level fall short of Fudan or Shanghai Jiao Tong. But Shanghai costs apply regardless of tier. A student here faces the same accommodation and living expenses as one at Fudan, around CNY 31,850 a year. Against a stronger university in Wuhan, Xi'an or Harbin, where living runs CNY 20,000 to CNY 25,000, that comparison is worth making explicitly. The argument for staying in Shanghai is the employment market and the international connections the city carries.
