The Hang Seng University of Hong Kong was founded in 2010 as Hang Seng Management College and granted university status on 30 October 2018, becoming the first self-financing post-secondary institution to acquire a university title under the revised roadmap published in 2015. It is a business-focused institution of around 6,771 students across six Schools, describing its model as Liberal plus Professional: professional business education built on a liberal foundation. Its School of Business holds AACSB International accreditation, reported as held by only 6% of the world's business schools. For a student choosing between business programmes that is a more reliable guide than a general university ranking, because it assesses the business school itself rather than the institution around it. The critical distinction for a Kazakh applicant is funding. As a self-financing institution it sits outside the Belt and Road Scholarship, for which Kazakhstan is one of only six designated countries and which covers full tuition at the publicly-funded universities. That does not make it a poor choice — self-financing fees are materially lower — but a student choosing it over a funded university is forgoing the strongest funding available to them, and should do so knowingly.
