Portland State University

Portland State is a public urban research university and the only public university in Portland, home to more than 2,000 international students, with a reported 96% acceptance rate. Its main international award, the International Achievement Scholarship, requires no separate application but carries three firm conditions PSU states plainly: it 'is restricted to new admission applicants only'; 'students already enrolled at Portland State are not eligible to apply for this scholarship or to request an increase in an award amount after the point of admission'; and 'recipients must be classified as non-resident for tuition classification status.' The award is therefore fixed at admission and cannot be improved later, so a Kazakh applicant should present their strongest record at the outset rather than expecting to revise it.
