San Francisco State University

San Francisco State is a public university within the CSU system, and it publishes the clearest English requirements of any CSU campus reached. Its thresholds are low, at TOEFL iBT 61 or IELTS 6.0, and it offers a three-year English-medium waiver that is directly usable by an NIS or English-medium Kazakh applicant: 'Students who have successfully completed three years of full-time courses at the secondary level or above at an institution where English was the principal language of instruction do not need to submit TOEFL/IELTS scores.' For applicants who fall short, SF State runs its own American Language Institute, which 'prepares non-native speakers of English for academic study in the University and issues certificates of eligibility for student visas', so a student can obtain an F-1 through the institute without meeting the degree threshold first.
