Texas A&M is Texas's public land-grant flagship at College Station, with students from over 130 countries and proximity to Houston and Austin for internships. Two things define a Kazakh applicant's funding position. First, nothing is automatic: 'Does Texas A&M have automatic scholarships? No. All major scholarships are competitive through the university's scholarship application system', requiring the General Scholarship Application by a 1 December priority deadline. Second, the prize for winning one is disproportionate. Under Texas Education Code 54.213a, a non-resident holding competitive scholarships totalling USD 4,000 or more 'may be eligible to pay the fees and charges required of Texas residents'. A&M adds a specific rule: 'Multiple competitive scholarships may be combined to fulfill the USD 4,000 minimum for undergraduates; however, no single scholarship contributing to it may be less than USD 1,000.'
