Arkansas is a public land-grant research university at Fayetteville, founded 1871, with a reported 78% acceptance rate. Its funding structure contains the same device the Texas public universities use, and a Kazakh applicant should understand it: a university scholarship of USD 4,000 or more triggers a non-resident tuition scholarship that pays a percentage of the difference between in-state and out-of-state tuition. Arkansas states the rule in policy: awards are made 'in any semester in which a qualifying student reaches a total of University of Arkansas-based and controlled scholarships of USD 4,000 or more for the academic year.' Its main non-resident award, the New Arkansan tuition award, is restricted to specified American states and is not open to a Kazakh applicant, but the USD 4,000 route is. Scholarships require a separate application, requested on the admissions form, with a 1 November admissions deadline, 15 November priority date and 1 February final deadline.
