The University of Georgia is the state's flagship land-grant research university in Athens, established in 1785, ranked around 46th nationally by U.S. News and among the top 20 public universities. It admits roughly 42% of first-year applicants. Its scholarship structure for international students is merit-only but potentially substantial: awards described as Classic City Scholars and the Classic Scholarship provide significant out-of-state tuition waivers, bringing the rate down toward in-state and saving a reported USD 19,000 to USD 30,000 a year, with most awards automatically considered from the admission application. The Foundation Fellowship, UGA's most prestigious award, requires a separate application through the Morehead Honors College by 1 NOVEMBER including essays, recommendations and an interview if shortlisted. UGA does not offer need-based aid to international students.
