UH is a public research university in Houston, and its published wording is the clearest statement of the Texas competitive-scholarship device: 'Out-of-state and international students who receive USD 1,000 or more from various competitive University of Houston scholarships may qualify for an out-of-state tuition waiver. This means waiver recipients will pay in-state tuition rates.' A USD 1,000 award can therefore unlock the resident rate. UH is test-optional, stating that applicants 'are not disadvantaged by applying without a test score; they simply must meet a different set of requirements.' Two procedural rules are firm: the admissions essay must use Common App prompt 1, 2, 3 or 5 only, and no essay or résumé may be added after submission. The international application fee is USD 90 against USD 75 domestic.
