UTSA is a public research university in San Antonio within the University of Texas System, and it publishes the statutory text of the Texas competitive scholarship waiver in its own Handbook of Operating Procedures, the clearest statement of that device found anywhere. Texas Education Code §54.064, as UTSA quotes it: 'A student who holds a competitive scholarship of at least USD 1,000 for the academic year or summer for which the student is enrolled, and who is either a nonresident or a citizen of a country other than the United States of America, is entitled to pay the fees and charges required of Texas residents without regard to the length of time the student has resided in Texas.' Note two things. The statute says 'entitled', so this is a legal entitlement once the condition is met rather than a discretionary award. And it names 'a citizen of a country other than the United States' explicitly, so a Kazakh applicant is squarely within scope. UTSA quantifies the effect: out-of-state tuition and fees of USD 28,318 drop to USD 11,476, a saving of about USD 16,842 a year.
