The University of Texas Rio Grande Valley

UTRGV is a public research university in the Rio Grande Valley of south Texas, part of the University of Texas System, with campuses including Edinburg and Brownsville. What applies with certainty is the Texas statutory waiver. Texas Education Code §54.064 entitles a student holding a competitive scholarship of at least USD 1,000, and who is 'either a nonresident or a citizen of a country other than the United States of America', to pay Texas resident rates. UTRGV is a Texas public institution and the statute is a state-wide provision, though each institution operates it as an optional programme. A Kazakh applicant's first question should therefore be whether UTRGV operates the waiver and which of its scholarships qualify as competitive for that purpose. UTRGV states its scholarships 'are intended to recognize students for their outstanding academic accomplishments' and are funded 'through the generosity of business firms, organizations, individuals, and university endowed funds.'
