McGill University teaches in English in Montreal and is among the most competitive Canadian universities on grades. Three things distinguish it for a Kazakh applicant, and two of them are complications rather than advantages. Quebec has a French target, and it is milder than the version most guidance describes. Under an agreement reached in June 2026, the province's three English-language universities must ensure 60 per cent of their out-of-province and international undergraduates reach Level 4 French by graduation, starting with the autumn 2026 cohort. It binds the university rather than the student, and participation is not mandatory. Tuition in Quebec is lower than Ontario for several programmes, and Montreal is materially cheaper to live in than Toronto or Vancouver. Across four years both differences compound. But Quebec runs its own immigration system. A Quebec Acceptance Certificate rather than a Provincial Attestation Letter, its own proof-of-funds amount at 24,617 Canadian dollars from 1 January 2026 rather than the federal figure, and processing reported at six to eight weeks in peak season against two to four elsewhere. That timing should be built into the plan rather than discovered.
