Hong Kong Metropolitan University

Hong Kong Metropolitan University was founded in 1989 as the Open Learning Institute of Hong Kong, became the Open University of Hong Kong in 1997 and took its present name in 2021. Older material still uses the Open University name. Two things distinguish it and both need care. It is self-financing rather than University Grants Committee funded, which places it outside the Belt and Road Scholarship for which Kazakhstan is a designated country. That is a real loss. But the picture runs both ways: an admissions compilation reports its Bachelor of Business Administration with Honours charging 98,550 Hong Kong dollars a year to local and non-local students alike, roughly 48% of the non-local rate at the University of Hong Kong. Self-financing institutions frequently do not charge a non-local premium at all, and that partly offsets the lost scholarship. And it offers both full-time face-to-face degrees and distance learning, reflecting its origins. A distance programme supports no student visa and therefore no post-study work permit. The two look similar in a prospectus and lead to entirely different places, so which one a programme belongs to must be confirmed in writing before applying.
