Cal State East Bay is a public university at Hayward in the San Francisco Bay Area, and it is the only CSU campus recorded that publishes a full non-resident tuition waiver for international students. It states: 'Each year, a limited number of non-resident tuition fee waivers are available to undergraduate international students (F-1 visa holders) on a competitive basis — these waivers are provided through CSUEB's Global Scholarships. A limited number of full non-resident tuition waiver awards (over USD 14,000 per year) for incoming Cal State East Bay students who meet certain qualifications. This is offered to first-time freshmen and transfer students who transfer from community colleges as a junior.' The award 'is awarded for the academic year (fall and spring) and may be renewed for up to four years.' Because the CSU non-resident surcharge is roughly USD 14,130 a year at a 15-unit load, a full waiver removes essentially the entire international premium, leaving a Kazakh student paying the CSU base tuition and campus fees only.
