University of Delaware

The University of Delaware is a public research university in Newark, between Philadelphia and Baltimore. Its international funding position is unusually strong for a public institution and is stated plainly on its own pages: international students receive scholarships of USD 5,000 to USD 15,000 a year, are automatically considered with no separate application, and are additionally 'eligible to compete for our most prestigious scholarships at UD' — the Distinguished Scholars awards, which 'can cover tuition and room and board' for four years on a maintained 3.0 grade average. UD also offers a conditional admission route that requires no English test score at all, with entry through its English Language Institute. Note that UD is direct about tuition: only Delaware residents receive a discounted rate, and there is no preferential treatment otherwise.
