The University of Utah is a public research university in Salt Lake City, and it states its position on international tuition without qualification: 'International students pay non-resident tuition rates at the University of Utah.' One route to the resident rate exists under Utah state law, the House Bill 118 tuition waiver, but it is closed to an applicant arriving from Kazakhstan because it requires having 'attended a Utah high school for three or more years' and graduated from one. What works in a Kazakh family's favour is the I-20 calculation: Utah requires proof of funding for only 12 credit hours per semester, a lower bar than most institutions set.
