Université du Québec en Outaouais is a French-language university in Gatineau, immediately across the river from Ottawa, part of the Université du Québec network. Its position is the distinguishing feature. Gatineau and Ottawa form a single metropolitan area across a provincial border, so a student lives in Quebec — with Quebec tuition rates, Quebec living costs and a francophone environment — while the Canadian federal capital and its employment market are a short bus ride away. For a Kazakh applicant that is an unusual combination: French-language study at the lower Quebec international rate, with access to a major city's labour market. Two systems apply on the two sides of the river, and the Quebec one governs. A student here needs a Quebec Acceptance Certificate rather than an Ontario Provincial Attestation Letter.
