Chang'an University was founded in 1951 and formed in its present shape in 2000 from three merged institutions. It is China's leading university for highway engineering, transport planning and road construction, within Project 211 and the Double First-Class Initiative, teaching across five campuses in Xi'an. The specialism maps onto Kazakhstan directly, and differently from the railway universities. The Belt and Road overland corridors include major road projects, Kazakhstan's highway network is being rebuilt with substantial Chinese involvement, and highway engineering is a field where Chinese design standards and construction practice travel with the investment. A Kazakh graduate in highway engineering, transport planning or bridge and tunnel engineering from China's foremost institution in that field is directly employable on projects already under construction at home. The university is administered under the Ministry of Education and was formerly under the Ministry of Transport, which explains the industry connection.
