Northeast Normal University in Changchun was founded in 1946 and is among China's principal teacher education institutions, directly administered by the Ministry of Education and part of Project 211 and the Double First-Class Initiative. Two things suit a Kazakh applicant. As a normal university its Chinese language teaching provision is substantial, since training teachers of Chinese is its core function. For a student who needs to build the language before a degree, that capacity is a route worth investigating alongside Beijing Language and Culture University. And Changchun living costs are among the lowest of any major Chinese university city, at CNY 20,000 to CNY 38,000 a year, with a Chinese Government Scholarship stipend leaving a genuine surplus. The trade is climate. Changchun is in the far northeast with long severe winters, familiar to an applicant from Astana and a real adjustment for one from Almaty or Shymkent.
