City University of Hong Kong

City University of Hong Kong was founded in 1984 as City Polytechnic and became a university in 1994. It teaches business, engineering, science, creative media, law and veterinary medicine. It publishes the strongest fee protection published by any Hong Kong university. Non-local tuition for Bachelor's programmes admitted in 2026/27 is 190,000 Hong Kong dollars a year, and the university states this applies until the end of a student's studies. In a sector where non-local fees have risen at roughly 7.7% a year and where HKUST's own registry shows a 21% jump between consecutive years, a rate fixed for the duration is worth more than a modest scholarship. It is also the cheapest of the larger publicly-funded universities, against 249,000 at the University of Hong Kong. The exception is veterinary medicine, charged at 392,000 a year for non-local students admitted in 2026 — more than double the standard rate. City University runs Hong Kong's only veterinary programme, established with Cornell University.
