University of Hong Kong

The University of Hong Kong was founded in 1911, is the territory's oldest tertiary institution and ranks consistently within the top 30 globally. It is also the most expensive of the publicly-funded universities. The composition fee for non-local students admitted in 2026-2027 is 249,000 Hong Kong dollars inclusive of the STEM fee, against 47,000 for local students — roughly five and a third times the local rate. That matters less than it appears, and the reason is the single most useful fact in Hong Kong. Kazakhstan is one of six countries designated for Hong Kong's Belt and Road Scholarship, and the university states its award is valued at the full tuition amount or higher for non-local students. The award covers whatever the fee happens to be, so the most expensive university and the cheapest cost a nominated student the same: nothing. The university also states that all applicants are considered for entrance scholarships automatically, that no separate application is required, and that the result is announced with the offer of admission. There is no funding deadline to miss here, which is rare.
