Old Dominion is a public research university in Norfolk, Virginia, and it makes a claim about its international funding that few public universities make: 'Unique among public research institutions, Old Dominion University offers a renewable (up to four years) undergraduate merit scholarship. Awards range between USD 5,000 and USD 16,000 annually to qualified applicants.' The International Student Scholarship applies to out-of-state tuition, runs up to four academic years, and requires a one-page essay on academic intent and personal goals alongside a grade average equivalent to 3.25. Deadlines are firm and early relative to peers — 15 April for Fall, 1 October for Spring, 1 February for Summer — and the application fee is USD 50.
