Towson is a public university on a 329-acre suburban campus near Baltimore with more than 22,000 students, and it sets an unusually low undergraduate English bar at TOEFL iBT 70. Its international funding is genuinely substantial but comes as a choice between two mutually exclusive awards. The International Student Scholarship is USD 8,000 a year, needs a 3.50 grade average and TOEFL 77 or IELTS 6.5, requires no separate application, and is awarded first-come, first-served. The #YouAreWelcomeHere scholarship covers approximately half the cost of tuition but requires a separate application emailed by 1 February, and Towson states plainly that recipients of one are not eligible for the other. Towson confirms in its catalogue that 'international students are required to pay out-of-state tuition'.
