Wayne State is a public research university in Detroit, and it makes an unusually clear statement on international eligibility: 'U.S. citizenship is not required for admission, and all incoming students are automatically considered for merit-based scholarships.' First-year undergraduates are eligible for the Warrior, Gold and Green Awards, and Wayne State adds that 'many WSU schools, colleges, and departments offer scholarships and fellowships that do not require U.S. citizenship or permanent residency.' Its application fee is USD 25, the lowest charged fee documented anywhere, though a number of universities charge nothing at all. The merit deadline is 1 December. Two cautions: medium-of-instruction is explicitly not an English waiver here, and Wayne State's non-resident tuition waiver covers A, E, G, H, I, L, R and TN visa holders but not F-1 students.
