WVU is West Virginia's public land-grant R1 research university in Morgantown, with 140-plus undergraduate programmes and campuses at Beckley and Keyser. Two features make it unusually accessible. WVU states that 'most freshman applications can be reviewed based on unofficial transcripts', so a Kazakh applicant can upload copies with the application rather than arranging certified dispatch up front. And merit consideration is automatic: 'Apply for admission, and you're automatically considered for the University's merit-based awards. Scholarships are available for West Virginia residents and out-of-state and international students.' WVU disbursed over USD 165 million in scholarships at Morgantown in 2024-25. One rule matters enormously for a Bolashak scholar and is set out in the aid notes: a fully sponsored student does not receive the scholarship, because WVU bills the sponsor a discounted rate instead.
